Cotmcilmember Zimmerman reported that City Engineer staff recently visited the backyard at <br />14680 Potassium Street on three occasions to observe the water table. The Public Works <br />Committee directed City Staff continue to monitor the properties at 14680, 14660, 14640 <br />Potassium Street and 6001 146th Avenue until June of 2005, with regular monitoring after a rain <br />event and consideration of how much impervious surface is in the area. <br /> <br />Councilmember Zimmennan stated that no City Council action is required on this case. <br /> <br />2) <br /> <br />Consider Change Order to Glen Rehbein Companies for Sunwood <br />Drive NW, Rhinestone Street NW Improvement Project #03-29 <br /> <br />Councilmen~ber Zimmerman reported this project was authorized for construction of MSA <br />Streets in Ramsey Town Center. The work includes extension of trunk sanitary through the <br />Ramsey Town Center Project and the sanitary sewer pipe to be installed is 30". The pipe was <br />connected to the existing system on the west side of Ramsey Boulevard at 143''d Avenue. The <br />existing line is 27". This was known and it was planned that the line would need to be changed <br />to 30" pipe in the future. Ramsey Boulevard will be reconstructed in 2005. The contractor had <br />to dewater to install the new pipe for Ramsey Town Center that connects to the existing manhole. <br />The contractor has the equipment and pipe on-site at this time. Therefore, it seems logical to <br />replace the pipe under Ramsey Boulevard now while the contractor is on-site and before the <br />street is reconstructed rather than come back and dewater in 2005 for a short length of pipe. <br />There is additional 27" pipe on the east side of Ramsey Boulevard that will need to be replaced <br />in the fimn'e. Replacing this section of pipe now will eliminate the need to dig into the newly <br />reconstructed street. Councilmember Zimmerman stated the Finance Committee recommends <br />approval of Change Order #1 to Project 03-29. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve Change Order <br />#1 to hnprovement Project #03-29 in the amount of $16,847.20. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Pearson, Strommen, <br />and Zimlncrman. Voting No: None. Absent: Councilmember Kurak. <br /> <br />3) Review Status of TH 47/142"a Avenue Intersection <br /> <br />Councihnember Zimmerman stated in light of the recent fatality at this intersection, it is <br />appropriate that the City consider alternatives for its modification. In 1996, the City and <br />MnDOT jointly prepared and adopted a corridor plan for the section of Highway 47 that includes <br />this intersection. That plan identified this intersection as ultimately having traffic signals. <br />MnDOT has control over TH 47 and has held firm to their position that traffic signals will only <br />be installed subsequent to the intersection meeting one of the eight possible teclmical signal <br />warrants. When the Highway 47 improvement project was being designed, the City's engineering <br />consultant, SRF Inc., had prepared a signal justification report for this intersection which <br />concluded that signal justification wan'ants had been met. The SRF justification study was <br />rejected by MnDOT, which argued that once a signalized intersection at Xkimo Street was <br />installed and operating, there would be less traffic using 142nd Avenue.
