Wells already eaisting in <br />areas subject to flooding shall be flood-proofed. <br /> <br />d) No private well shall be located closer than <br />three (3) feet to the outside basement wall of a <br />dwellin9. The outside basement footing shall be <br />continuous across the opening of the well alcove. <br />No well shall be located closer than fifteen (15) <br />feet to a property line. <br /> <br />e) Private wells shall be located in accordance <br />with the standards of the Minnesota ]Health Depart- <br />ment standards MHD 217 "Location of Wells" (C)(1). <br /> <br />4) Notification Procedures. <br /> <br />a) A copy of the notice of a public hearing to <br />consider a variance to the provisions of the Shore- <br />land Overlay District or a conditional use in the <br />Shoreland Overlay District shall be sent to the <br />Commissioner of Natural Resources such that the <br />notice is received by the Commissioner at least <br />ten (10) days prior to such hearings . <br /> <br />b) A copy of all amendments to this ordinance and <br />final decisions granting variances or conditional <br />uses within the Shoreland Overlay District shall <br />be sent to the Commissioner of Natural l~esources <br />within ten (10) days of the amendment or final <br />action. <br /> <br />170.0112E Envirorm~ental Permits and Standards. <br /> <br />A) Enviromental Permit. <br /> <br />To insure that the policies in this section are prop- <br />erly implemented, any person undertaking development to <br />or on any land within the overlay districts shall, <br />prior to commencing the work, obtain an environmental <br />permit from the City of Ramsey. Except as hereinafter <br />provided in this section, no person all perform any <br />developmen in the overlay districts without first <br />having obtained an environmental permit (hereinafter <br />called permit) from the City.
