Mayor Gamec stated that these concerned residents should be making statements to the Oounty; the County regulates the landfill and over the p~st years this City's Council has worked harder on this issue than any other issue. ~he County has told us that Waste Management is operating properly. ~he only persons that have approached the County are Erika Sitz and Marilyn Gallagher. People should be complaining at the County level; the County is the one that issues the landfill permits. Mayor Gamec also commented that County Conrnission Natalie Haas is supportive of Ramsey's concerns. Be also stated that the County will own Site P if it 9oes. Mr. Fountain stated that the citizens of this oon~nunity have been at fault in that they have been badgering City Council rather than the County Board; but we will approach the County in the future. Mayor Gamec stated that whether or not a decision is made tonight regarding the mining permit request, sale of the property must be oompleted by December 31, 1984; if not, the contract agree~nent is void. Mr. Fountain stated that he is aware that the agre~m~ent between Anoka, Ramsey and Waste Management must be concluded by the end of the year but he does not believe that it precludes extending it for a couple of months; t~o months from now the deal will be as good as it is now. Mr. Fountain then inquired what the advantage would be to Waste Management in owning Site P if it is selected. Mayor Gamec replied that until that happens, we will not know what the advantage is. Mr. Fountain repeated his request that a public hearing be conducted regarding the mining permit; that he is not implying there is objection to it, but the citizens and Council should have more information in order to make an appropriate decision. Councilmember Schlueter referred to the requir~nent that the moratoriurn on the property must be lifted by the County and Metro Council and stated that Waste Management should approach those agencies prior to applying for the mining permit; that it seems as though Waste Management is putting the horse before the cart. Mayor Gamec replied that the County and Metro Council needs a reconm~ndation from the local unit of government before lifting the moratorittn. Jerry Sevick - Professional Engineer - Foth & Van Dyke - Green Bay, Wisconsin - Stated that his firm has prepared for Waste Management a phased approach to the develo[ment and restoration of the South 80 Borrow Area. ~his develo[rnent plan will: I I 1.
