Voting Yes: Mayor G~ec, Oouncilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />3. Mayor Garnet stated that he has been informed by ~ief Auspos that Mr. <br />Jeffrey Parks has declined on Ramsey's offer for ~mployment as an officer on <br />Ramsey's police force. (~ief Auspos has reconm~r~ the position be offered <br />to James Way, number 3 person on the eligibility list of applicants <br />interviewed. <br /> <br />Oouncilm~r Reimann stated that he does not have a problem with following <br />through on plans to hire an additional officer in Ramsey; he does not feel <br />that it is necessary to offer Mr. Way the same starting salary as was offered <br />to Mr. Jeffrey Parks as Mr. Way has just oompleted training courses and has no <br />previous experience. Councilmember Reimann stated that he w~uld prefer not to <br />act on this r~ndation until after further discussions regardin9 starting <br />pay. <br /> <br />G~ief Auspos stated that he brought up the recommendation at this meeting <br />because he would like Mr. Way on the force January 1, 1985 and Mr. Way should <br />be allowed 2 weeks to l~hase out of current employment. <br /> <br />Councilmember Van Wagner inquired if there is a minimum starting wage quoted <br />in the Police Contract. <br /> <br />f~ief Auspos stated that he knows there is a top wage set. <br /> <br />Councilmember Reimann stated that if a person wants the job, the City can <br />offer that person anything the City chooses to offer. <br /> <br />Mayor Gamec replied that there is a union contract in force. <br /> <br />Councilmember Reimann stated that Mr. Way does not yet belong to the union. <br />Councilmember Reimann also stated that he and Councilmember Sorteberg should <br />have a chance to review the starting salary being offered. <br /> <br />Councilmember Van Wagner stated that there can't be one officer on the force <br />that is not union; when Mr. Way is hired he must join the union. <br /> <br />Councilmember Reimann stated that at the time of hiring, the applicant is non <br />union and the City's salary offer can be a variable figure at that time. <br /> <br />(~ief Auspos stated that according to police employment contract, all <br />personnel are hired at the first years pay step, no matter how much experience <br />they have. Raises are granted based on experience. <br /> <br />City Administrator Schnelle arrived at this time. <br /> <br />Councilmember Reimann reiterated that he has no problem hiring an additional <br />officer but the Personnel Co~tt~ should have the opportunity to review the <br />beginning salary being offered; the City should have some control to offer a <br />beginning wage based on the amount of experience the applicant has. <br /> <br />Gouncilmember Van Wagner stated that the City lost that control when the <br />Police Department went union. <br /> Dec~mber 18, 1984 <br /> <br />Page 4 of 21 <br /> <br /> <br />
