Counctlmember Reimann stated that ~omp time should be reviewed and if it appears one ~osition has too much oomp time, then maybe a (k~cision has to be made to hire additional personnel for that department or going with obtaining authorization for comp time. When the ordinance regarding c~rmp time was adopted, we did not expect there would be this much comp time on certain positions. ~his oomp time issue has to be addressed by (~ouncil. Councilmember Van Wagner inquired as to bow all of ~his affects the salary reoomme~tions made by Personnel Committee. councilmember Reimann replied that he is not making any salary recon~endations at this time. Councilmember Reimann then presented oopies of the oomp time schedule. Councilmember Sorteberg stated that he has the same reaction as Councilmember Reimann to the comp time figures and the issue definitely needs to t~. looked at but he isn't sure that it is necessary to hold up on the rest of ~he salary recommendations. Mayor Gamec stated that he still objects to Council's ruling on oo~p time to depart~m_nt heads; it leads to a bad situation. Mayor Gamec stated that comp time came up because Chief Auspos wanted oomp time for additional hours worked because the hiring of additional personnel was not approved. One year we had an officer make more than the Chief because of time-and-a-half overtime pay; if Chief Auspos wouldn't have put in those additional hours for oomp time, we would have been paying a patrolman time-and-a-half. Mayor Gamec stated that department heads are paid a wage to get the job done no matter how long it takes, but everybody knows that if that person got his job done in 3(1 hours and took the rest of the week off, it would not go over in a big way.. ~here is not enough Staff to handle the workload and too much is being put on the department heads. ~he addition of another patrolman should reduce Mike Auspos' comp time to zero and the addition of Anne Norris to Staff should reduce oomp time for Mr. Schnelle and Mr. Berg. Councilmember Reimann stated that the c~mp time figures he sees are ~tally out of line; we hire these people at a yearly wage and if it takes 30 hours or 50 hours, the job should reflect the pay they are receiving. Counci]3m~mber Reimann further eonm~_~nted that a lot of council meetings are held because of Staff needs and then Staff gets oomp time for attending the meeting; there is something wrong with the system. Mr. Berg stated that the problem with measuring oomp time is that notody cares when you are at work, but when you are ~ay from office taking comp time, everybody cares; that if he oompletes a job in 50 hours nobody oomplains, but if he oompletes a job in 30 hours and takes 10 hours off somebody will call him on it. councilmember Schlueter stated that she has to plead ignorance; that she is not oompletly understanding the ~hilosophy of oomp time.
