Enforcement and Penalties. Any person, firm or corporation violating any of the provisions of this ordinance shall be guilty of a misdemeanor, and upon final conviction taereof shall be fined in a sum not to exceed two hundred dollars ($200.00) for each of tense. Each day such violatiton continues to exist shall constitute a separate offense. Sec. 3. Severability Clause Should any word. clause, phrase, sentence, section or provision of this ordinance be declared by the courts 'to be unconstitutional or invalid, such decision shall not affect the validity of the ordinance as a whole or any part thereof other than the part so declared to be unconstitutional or invalid, and the remainder hereof shall remain in full force and effect· Sec. 4. Publication Clause The City Secretary is hereby authorized and directed to cause publication oi the descriptive caption of this ordinance as an alternative method of publication provided by ]aw.
