RESOLUTION #85- <br /> <br /> WHEREAS, the City of Ramsey's Comprehensive Plan states in <br />Part I, Chapter C,.Page 43. that residential densities in the <br />Rural Area shall be one unit per ten acres; and <br /> <br /> WHEREAS, written guidelines in actually implementing this <br />one unit per ten acres density are desireable and necessary in <br />order to facilitate this density requirement; and <br /> <br /> WHEREAS, the City finds that for the following reasons it is <br />important to maintain the one unit in ten acres rural residential <br />density requirement: <br /> 1. To preserve the rural character of the the City's <br /> designated Rural Area; and <br /> 2. To encourage development in the City's designated <br /> Urban Area. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />~hat the City of Ramsey shall administer its one unit <br />in ten acres rural residential density requirement <br />as follows: <br /> <br />Ail planned unit developments or developments over <br />40 acres shall be developed in one or more phases <br />and each phase shall be required to comply with <br />the rural residential density requirement; <br /> <br />bm <br /> <br />Small lot developments of 40 acres or less and non- <br />planned unit developments of 40 acres or less shall <br />be considered individually to determine whether <br />cases of hardship exist to warrant a variance from <br />the density requirement and if such circumstances <br />are found, a variance from the rural residential <br />density requirement may be granted but the minimum <br />lot size shall remain at 2.5 acres; <br /> <br />That the City's Rural Area consists of 14,412 acres <br />including streets, parklands, wetlands, and flood- <br />ways; <br /> <br />d. ~hat as of April 1, 1985 the total developed area <br /> in the City's Rural Area was 6,753 acres; and <br /> <br />That the difference between the gross area in the <br />Rural Area, 14,412 acres (see lc above) and the <br />total developed area in the Rural Area, 6,753 acres <br />(see ld above) is 7,659 acres, which is the number <br />of gross acres subject to development in the City's <br />Rural Area and which is the number of acres from <br />which the City's one unit per ten acre density <br />shall be interpreted. <br /> <br /> <br />
