M~yor Heitman noted that the issue of 4x4 sand races is on tonight's agenda and any additional cor~ents regarding this issue ~hould be reserved until that case is addressed. APPROVAL Motion by Councilm~r Schlueter and seconded by (Duncilmember Reimann to approve the age~da, the addend~ to the agenda and the addition of Case Discussion On Asses~nt Methods For Storm Sewer Improv~ents In Watershed District ~43. Further Discussion: Councilmember Cox stated that he would like the following items discussed: 1) dumping of trash at 173rd and Variolite; 2) mass burn of solid waste. Oouncilme~ber (Dx stated ,that in the interest of speeding up the business of the (Duncil meeting, he will repeatedly agree to the dispensing of resolution reading if the Mayor, former Charter (~ission Chairman, will agree to initiate proceedings to have the Charter amended. Councilm~r (Dx stated that if it was not intended that all resolutions must be read, then that requirement should not have been in the f~arter. Mayor Beitman inquired if (Duncilm~r (Dx would like the issue of resolution reading added to the agenda or would he like to debate the issue now? Councilm~r (Dx inquired as to where on the agenda this case would be placed. Mayor Beitman stated that the issue of reading resolutions could be discussed i~ediately after Approval of Agenda. Councilm~r Schlueter mended her motion to approve the agepda by adding 'Discussion of Charter Requirement To Read Resolutions Prior To Adoption' following Approval of Ager~a. (Duncilmer~er Reimann seconded the amer~ment to the motion. Council proceeded to vote on the motion to approve the agenda and the amendment to the ~otion. Motion carried. Vot/ng Yes: Mayor Bei~an, (Duncilmenbers Sorteberg, (Dx, Reimann and Schlueter. Voting No: None. DISG3SSION OF ~R~R R~UIRF24ENT ~O READ RESOLUTIONS PRIOR ~I) ADOPTION: Mayor Beitman asked Mr. Goodria if it is appropriate and legal for Council to a~opt a blanket r~tion to dispense with the reading of all resolutions proposed for adoption at the beginning of each Council meeting. Mr. Goodrich replied that a blanket motion to dispense with reading of resolutions would be appropriate if the resolutions were introduced and reviewed prior to the meeting. Mr. Goodrich added that the written motion should note that the reading of it was waived.
