Precinct liaisons alloy fox one person to misrepresent City Council; lest history sho~s that there is poor attendance at precinct liaison meetings; 'Citizen Input' acc~mplishes the intent of precinct liaison; advertisement and promotion of precinct liaison meetings is a waste of tax dollars. Chapter 8, as it relates to and conflicts with new ocmmerctal and industrial develol~ment in the con~nunity in cDmparison with State Statute Chapter 429. Further Discussion: Mayor Beitman stated that Councilmember Cox should attend the Charter Co~ission meeting to better present his ooncerns. Councilmember Cox stated that he is unable to attend Charter meeting of February 28, 1985 but is willing to meet with the Charter Commission at some other p~int during this 60 day period. Amendment carried. Voting Yes: Mayor Beitman, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting No: None. Motion carried. Voting Yes: Mayor Beitman, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting No: None. Council unanimously consented to dispense with the reading of the resolutions to identify benefited property owners. Counci]mmmt~r Sorteberg pointed out that the citizens do have the right to sub~it petitions opposing these sealooating projects and Council had better be sure the areas are in need of sealooating; partticularly Project t's 85-9, 85- 10, 85-11 and 85-12. City Engineer Raatikka stated that general State policy is to sealcoat every 5-6 years and snowfall interrupted an actual on-site inspection of some of the areas proposed. City Engineer stated that because of Charter time frames, proceedings had to be initiated at this time in order to accomplish sealooating during the upcoming construction season. Mr. Raatikka stated that it is good practice to sealcoat every 5-6 years, regardless of the amount of traffic, in order to prevent the blacktop from drying out. Mr. Raatikka stated that the proposed sealooating areas can be inspected prior to the public hearing and any areas not requiring sealooating can be deleted. Motion by Councilmember Reimann and seoonded by Councilmember Schlueter to adopt Resolution t85-34 which identifies benefiting property owners of Jaspar Street area (Project t85-4). (Please refer to resolution file for Resolution t85-34). Motion carried. Voting Yes: Mayor Beitman, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting NO: None.
