Caine dated March 15, 1985. Following is a list of
comments and concerns resulting from my review:

The proposed grading site is approximately 34 acres in size and
the proposed cuts range from zero to ten feet.

Based on the regulations of the Minnesota Environmental Quality
Board, a mandatory Environmental Assessment Worksheet is not
required since the site is less than 40 acres.

In review of the grading plan, the north edge of the site shows
vertical cuts with no slope and the east edge of the site shows
slopes exceeding three feet horizontal to one foot vertical
(3:1). I' would recommend that all final slopes be less than 4:1.

Based on the Anoka County Soils Survey, the soil on the site is
Hubbard coarse sand which has a rapid permeability. Also,
existing data in the area indicates that the water table is below
elevation 860. Therefore, drainage should not be a problem.

The plan does not address wind and water erosion of soil. A
phasing plan and restoration plan should be provided.

5

The north edge of the site boarders a residential development.
Article 170.014H of the City Code requires that the industry
provide screening along the boundary of the residential property.
Plantings may be placed on the property line and fencing may be
constructed within five (5) feet of the property line.
Therefore, the City may require a buffer strip to be left on the
north edge of property for screening or future screening. Also,
adequate buffer should be left around the entire site to insure
that the grading operation does not infringe on adjacent
properties.

civil $ municipal · planning · soils · land surveying
