I

I
I
I
I
I
I

10

$600.

Motion by Councilm~mber Schlueter and seoonded by Mayor }{e~tman, for
discussion, to direct the City Engineer to prepare a study regarding lighting
of fields at Central Park.

Further Discussion: Councilmember Reimann inquired as to why a l~ghting study
is so expensive. City Engineer Raatikka stated that an electrical engineer
would have to be brought in at a oost of about $60/bour; that electrical
engineer may oome up with 3 or more alternatives for lighting including
variat/ons in lighting intensity, pole types, lighting types and a long term
oost analysis on all the alternatives arrived at. Mayor Reih~an suggested
that the Park Board draw up specific preferences regarding lighting to
decrease the o~st of the study. Mr. Donovan stated that the Park Board cannot
make a preference judgement until they review the study results.
Councilm~nber Reimann suggested going with a temporary lighting syste~ at
Central Park. Councilmember Cox suggested that Mr. Donovan and Mr. Mevissen
review p~rks in surrounding comm~tfes for oomparable lighting preferences
and report back to Council with their findings.

Councilm~mber Schluter withdrew her motion and Mayor Heitman withdre~ his
seoond to the motion.

Mr. Donovan stated he has no objection to a simpler lighting study, but the
fields at Central Park need to be lighted.

Councilme~ber Sorteberg stated that everytime he goes by Central Park, the
fields are ~pty.

Mr. Donovan stated that the fields will remain ~npty until lighting is
installed. Mr. Donovan stated that the City and Park Board agreed to develop
Central Park the right way, the first time and the intent of a lighting study
is to do it right the first time.

Motion by Councilma~ber COx and seoonded by Councilm~mber Sorteberg to
recommend that Park Board Chairman Dennis Donovan and City Engineer Peter
Raatikka, without involving a long term or high oost study, review p~rks in
surrounding oommunities and report back to City Council with a reasonable
layout of appropriate lighting for Ramsey's Central Park.

Motion carried. Voting Yes: Mayor }{eitman, Councilm~m%bers Cox, Sorteberg,
Schlueter and Reimann. Voting o: None.

Douglas Fountain - 15255 Garnet St. - Stated that shortly after Central Park
property was donated, Council made a o~mmitment to develop that park. Mr.
Fountain stated that it is important to the citizens to have that park
developed before develoi~ent goes into River's Bend Park; most of the people
using River's Bend Park will be Anoka residents.

Councilm~mber Cox noted that no tax dollars have been used at River's Bend
Park thus far and nobody is saying that there is not a long term ~ommitment at
Central Park.

March 26, 1985
