Councilme%ber Reimann added that there is money being spent out
of the City's General Fund for blacktop maintenance, other than sealcoating,
and in the future Council is going to have to consider increasing the budget
to include sealooating costs.

Lester Martin - 164th and Quartz - Stated that people with gravel roads are
penalizing the rest of the City because City residents have to drive on those
roads -- when is 167th and Saphire, between Variolite and Quartz, going to be
paved? Those streets are costing the City more than the blacktop streets are.

Motion by Councilm~mber Cox and seconded by Councilme~ber Schlueter to adjourn
this public hearing.

Further Discussion: Lester Martin requested that Council answer his question
regarding the paving of 167th and Saphire. Mayor Beitman stated that those
areas will be paved when the residents petition for it. Mr. Jack Ippel stated
that the portion of 167th in question was to have been included in the Jaspar
area blacktopping project but was excluded for s~me reason. Mr. Ippel stated
that that section of 167th is in terrible condition and it should be upgraded
as it is an access to the shopping area further cl)wn 167th. Councilm~mber
Schlueter stated that this section of 167th has been addressed by Council in
previous years; there is a large property owner on that stretch of 167th who
proved no benefit from blacktop and no assessment; on that basis Council
decided against blacktopping that section. Councilm~mber Cox irguired if MSA
funds oould be used for that road. Mr. Schnelle stated that designating that
section of 167th as MSA would involve carrying that MSA route through that
development and tying it into Variolite which does not se~m feasible
considering the soil conditions there and Ramsey's overall MSA pattern.
