! <br /> <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br />Mr. Koshak - Stated that cracks will be filled and holes will be patched prior <br />to seal ooating. <br /> <br />Councilm~mber Schlueter - Stated that if the cracks are as bad as Ms. Boje <br />states, the City crew should have repaired th~n before now. <br /> <br />Mr. Schnelle - Stated that citizens can call the City regarding streets <br />needing repair work and the Streets Department will check out the severity of <br />the repairs needed. <br /> <br />Mike Schutz - 7410 151st Lane - Stated that the streets in his area were paved <br />two years ago and in less than one year the road started cracking; cracks led <br />to soil erosion underneath the road. Mr. Schutz referred to Mr. Schnelle's <br />comments regarding the City Streets Department not having enough time and <br />stated that inspecting and repairing streets is supposed to be the Street <br />Department's job. Area streets were done hastily and the breakage started <br />occuring in October and November; the only person who supported my concerns <br />was Councilme~ber Cox. In 2-3 years, this area will be up for sealcoating and <br />the residents can petition against it and get the necessary repairs through <br />the City's Street Department. <br /> <br />Ron Benson - 16045 Xenolith - Inquired as to who pays for the major street <br />repairs needed. <br /> <br />Mayor Heitman - Replied that general maintenance like crack filling comes out <br />of the City's General Fund and if the amount of general maintenance repairs <br />increase,-the City will have to increase taxes to add more personnel to the <br />Streets Department to continue the service. <br /> <br />Ron Benson - Stated that it sounds like sealcoating is preventive maintenance. <br /> <br />Morrie Mox - Inquired if it wouldn't be cost effective for the City to do it's <br />own sealooating. <br /> <br />Mr. Schnelle - Replied that Ramsey does not have the appropriate equipment and <br />other cities that do their own sealooating are ceasing to do so because they <br />have found that it is not cost effective. Mr. Schnelle stated that the <br />Streets Department also maintains the City parks and there is not enough <br />personnel to attend to everything. <br /> <br />Morrie Mox - Stated that the parks has nothing to do with the streets; parks <br />are a luxury and streets are a necessity. <br /> <br />Motion by Councilm~mber Cox and seconded by Councilmember Sorteberg to adjourn <br />this public hearing. <br /> <br />Motion carried. Voting Yes: Mayor ~eitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter.
