I <br /> <br />I <br />I <br />I <br />I <br /> <br />Mr. Berg - Stated that there is m possibility of 149th flooding, depending <br />upon the amount of moisture. <br /> <br />Mr. Koshak - Stated that technically, the drainage project would equalize the <br />level of flow between the t~o ponds. <br /> <br />Kathy McKnight - 7421 150th Lane - Stated that 11 years ago the water table in <br />that area was comparable to what it is today; 8 years ago, there was no <br />standing water in the area. The whole State is at a peak saturation point <br />right now; it's not right to install culverts, at the expense of the <br />residents, for something nature will take care of itself. The person that <br />petitioned for this drainage project bought his home when the entire backyard <br />was under water; he purchased the home fully aware of the water situation and <br />now he wants the whole neighborhood to do something about it. <br /> <br />Dale McKnight - Stated it is rid/culous for the City to think of assessing <br />everybody in the neighborhood when 80% of the neighborhood doesn't want the <br />project; the City has spent all this time and money on something that one <br />person wants. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Councilme~ber Schlueter - Noted that the person with drainage probl~ns did not <br />petition for the project; that person brought the probl~n to Council's <br />attention and Council's direction was for a feasibility study and hearing. <br /> <br />Mike Schutz - 7410 151st Lane - Stated that he should not be assessed for the <br />project because the drainage problen will never get bad enough to reach his <br />property. Stated that at the time the blacktop streets were installed, <br />certain grading and digging was done to guarantee against drainage problems. <br />The pzoperties having drainage problems were aware of the situation when they <br />applied for their building permits. <br /> <br />Mr. Boutain - 7351 150th Lane - Stated that he lives on a hill, has no <br />drainage problem, and doesn't see why he should help pay for somebody else's <br />problems. <br /> <br />Mr. Berg - Pointed out to Mr. Boutain that the drainage from his property goes <br />into the ponding area and he is therefore contributing to the area drainage <br />problems. <br /> <br />Ron Rautio - 7521 149th Lane - Stated that adding more water to the ponding <br />area will cause it to settle and the residents will then have to pay for fill <br />to be brought in. <br /> <br />i <br />I <br /> <br />Mr. Koshak - Stated that the amount of additional flc~ into the pond should <br />not be significant enough to do any more harm than what is being done by the <br />water existing there now. <br /> <br />Mr. McKnight - Stated that he moved to that area because he likes the ponding <br />and he wants it to stay that way. <br /> <br />Sandra Rautio - 7521 149th Lane - Stated she walks the area very often and <br />there are marry times when the water is across the road on 149th; adding more <br />water will cause complete flooding and people will have to access the area via <br /> April 9, 1985 <br /> <br />Page 2 of 3 <br /> <br /> <br />
