I I I I I Mr. Berg - Stated that there is m possibility of 149th flooding, depending upon the amount of moisture. Mr. Koshak - Stated that technically, the drainage project would equalize the level of flow between the t~o ponds. Kathy McKnight - 7421 150th Lane - Stated that 11 years ago the water table in that area was comparable to what it is today; 8 years ago, there was no standing water in the area. The whole State is at a peak saturation point right now; it's not right to install culverts, at the expense of the residents, for something nature will take care of itself. The person that petitioned for this drainage project bought his home when the entire backyard was under water; he purchased the home fully aware of the water situation and now he wants the whole neighborhood to do something about it. Dale McKnight - Stated it is rid/culous for the City to think of assessing everybody in the neighborhood when 80% of the neighborhood doesn't want the project; the City has spent all this time and money on something that one person wants. I I I I I I I Councilme~ber Schlueter - Noted that the person with drainage probl~ns did not petition for the project; that person brought the probl~n to Council's attention and Council's direction was for a feasibility study and hearing. Mike Schutz - 7410 151st Lane - Stated that he should not be assessed for the project because the drainage problen will never get bad enough to reach his property. Stated that at the time the blacktop streets were installed, certain grading and digging was done to guarantee against drainage problems. The pzoperties having drainage problems were aware of the situation when they applied for their building permits. Mr. Boutain - 7351 150th Lane - Stated that he lives on a hill, has no drainage problem, and doesn't see why he should help pay for somebody else's problems. Mr. Berg - Pointed out to Mr. Boutain that the drainage from his property goes into the ponding area and he is therefore contributing to the area drainage problems. Ron Rautio - 7521 149th Lane - Stated that adding more water to the ponding area will cause it to settle and the residents will then have to pay for fill to be brought in. i I Mr. Koshak - Stated that the amount of additional flc~ into the pond should not be significant enough to do any more harm than what is being done by the water existing there now. Mr. McKnight - Stated that he moved to that area because he likes the ponding and he wants it to stay that way. Sandra Rautio - 7521 149th Lane - Stated she walks the area very often and there are marry times when the water is across the road on 149th; adding more water will cause complete flooding and people will have to access the area via April 9, 1985 Page 2 of 3
