Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />A. ~_oint Meeting - <br /> <br />Airport Cc~mission Chairman Jack Ippel was present and requested Council <br />approval for a joint Council, Airport, Economic Development and Planning and <br />Zoning meeting regarding the draft final Airport Master Plan. <br /> <br />Mr. Larry Koshak stated that the draft final Airport Master Plan should be <br />oompleted by May 8, 1985. <br /> <br />Mayor ~eitman stated that he would like a oo.py of the Airport Master Plan <br />prior to the May 15, 1985 meeting for reviewing purposes. <br /> <br />Motion by Councilm~mber COx and seconded by Mayor Heitman to approve of the <br />joint meeting as rsquested by the Airport Commission to meet with the City <br />Council, Economic Develolm~nt Commission and PLanning and Zoning Commission at <br />7:30 p.m. on Wednesday, May 15, 1985 at the Ramsey Municipal Center, 15153 <br />Ncwthen Blvd. N.W. Further, the Airport Cc~mission will chair said meeting. <br /> <br />Motion carried. Voting Yes: Mayor Hei~man, Councilm~nbers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Airport Commission Chairman Ippel stated that during the last meeting of the <br />Airport Co~nission, it was brought to the Omm~ssion's attention that there is <br />some berne construction occurring in areas potentially affected by airport <br />development; upon the advice of the consulting engineers a motion was adopted <br />requesting that Council advise all existing landowners in the airport affected <br />area of the Airport Master Plan time frame and place a moratoriu~ on any <br />further development through the end of 1985. <br /> <br />Mayor Heitman inquired how the hcmec~ners of those homes currently under <br />construction would be reimbursed if airport develol~ent is approved. <br /> <br />Mr. Ippel replied that land acquisition is the most expensive item in airport <br />develoIm~_nt; acquiring raw land is much less expensive than acquiring land <br />with homes on it. <br /> <br />City Attorney Goodrich expressed concern that placing a moratoriu~ could imply <br />reverse condemnation and receipt of the property on the part of the City; the <br />City can place a moratoriu~ on subdividing, but ceasing the building permits <br />could lead to real problems. <br /> <br />Mr. Ippel stated that the Airport Cc~m%ission is concerned that persons may <br />a~quire property in the potentially affected airport area without knowing what <br /> April 9, 1985 <br /> <br />Page 13 of 14 <br /> <br /> <br />
