Mr. Schnel]e stated that when a position oomes due to be placed on permanent employment status a recommendation is subnitted to the Personnel Committee; that Committee reviews it and makes a recommendation to Council. Considering that this ~rticular position works extensively with several oommissions, the chairpersons of those oommissions were a/so approached for recommendations; they were obtained and also subnitted to the Personnel Committee. The Personnel Committee met and approved the placement of this person on permanent employment and made a recommendation to Council accordingly. The Personnel Committee had adequate time to reflect on their recommendation and there was no reflection until April 10. City Attorney Goodrich stated that the motion on April 10 was to table this case until Council's next meeting; there was scme discussion as to whether that should be April 16 or April 23. Mr. Schnelle stated that this case was initially included on the March 26, 1985 Council agenda. Council unanimously consented to dispense with the reading of the resolution. Motion by Councilmember Schlueter and seconded by Mayor Heitman to adopt Resolution ~85-80 which r~oves Anne Norris from probationary status and makes her a permanent employee as the City of Ramsey's Urban Econc~nic Development Planner. (Please refer to resolution file for Resolution ~85-80). Further Discussion: Councilm~nber Reimann stated that he still is of the opinion that the matter should be put back to the Personnel Committee to discuss what the addition of this position will oost the City according to the 5 year progression plan. Mayor Heitman stated that if the addition of one individual is going to have that dramatic an affect on the City's health and fiscal soundness, then the City is in a lot of trouble. Councilmember Reimann stated that all the positions should be addressed now that there is a union. Mayor Heitman stated that those kinds of considerations should have been made all along. Mayor Heitman stated that if actions precipitate action, the Personnel Committee should have looked ahead to what they were precipitating and made themselves aware of the what the oosts were going to be before they started out. Councilm~mber COx inquired if 'before they started out' meant prior to the first hiring. Mayor Heitman stated that 'before they started out' refers to prior to precipitating a union; the union was not always there but the actions and earmarks were all there. Mayor Heitman called for a roll call vote: Councilm~mber Sorteberg - Aye Councilm~mber COx - Aye Mayor Heitman - Aye Councilm~nber Schlueter - Aye Councilm~ber Reimann - Naye Motion carried.
