Councilme~ber
Cox stated that he is not saying Council did the wrong thing, but Council did
act hastily in restricting Waste Management's use of proper soils for cover,
which limits future use of the landfill. Councilmember Cox suggested that the
Landfill Ad Hoc Committee review the aspects of the mining permit request from
the point of view of future use of the landfill depending upon proper soil
ooverage and if free dumping days would be amiable to Ramsey.

Councilme~ber Sorteberg stated that he would even look favorably upon the City
picking up a negotiated oost for the citizens to have free dumping days; that
cost could be taken from the tipping fees Ramsey is receiving from the
landfill. Councilme~ber Sorteberg also stated that there is a better place to
dump leaves than at the landfill; the leaves could be dumped at Central Park
and he would even be willing to use his equipment to mulch the leaves into the
soil.
Motion by Councilmember Cox and seconded by Councilmenber Reimann requesting
the Landfill Ad Hoc Committee review the aspects of Waste Management Of
Minnesota, Inc.'s request for a mining permit from the ~oint of view of future
use of the landfill depending upon proper soil ooverage and if free dumping
days would be amiable to Ramsey.

Motion carried.
