E. Special Requirements <br /> <br />The following special requirements shall apply to any planned unit <br />development. <br /> <br />The tract or parcel of land involved shall be either in one <br />(1) ownership or the subject of an application filed jointly <br />by the owners of all the property to be included. <br /> <br />(2) <br /> <br />The approved final plan shall specify the manner of holding <br />title to areas and facilities of joint use. Normally such <br />areas and facilities shall be retained in title by the <br />developers of the development or deeded to an organization <br />composed of all owners in the development. <br /> <br />(3) <br /> <br />Residential Planned Unit Developments. The permitted <br />number of residential dwelling units shall be based on <br />the calculations as determined in the DENSITY CHART of <br />this section. The maximum density permitted shall not <br />be allowed as a matter of course, and the actual density <br />shall be as determined in the final plan approved in accor- <br />dance with the provisions of this section. <br /> <br />(4) <br /> <br />The City shall have the right to establish general design <br />standards guidelines and policies, for the purpose of imple- <br />menting and interpreting the provisions of this section. <br /> <br />(5) <br /> <br />All signs must conform to the provisions of this chapter. <br />The Planning Director has the power to approve signs conform- <br />ing to this chapter but, where extensive signage is proposed <br />or the signage would have an adverse impact on surrounding <br />neighborhoods, the Planning Director may submit the proposed <br />signs for approval by the Planning and Zoning Board. <br /> <br />F. Procedures <br /> <br />A planned unit development shall be processed in three stages: <br />conceptual review, preliminary plan, and final plan. If the <br />applicant desires to phase the preliminary plan, a master plan <br />will be required. The concept plan is the applicant's impression <br />of the anticipated pattern of development for a particular parcel <br />of land that is expressed graphically and from which a preliminary <br />or master plan is developed. The purpose of the master plan is to <br />establish general planning and development control parameters <br />while allowing sufficient flexibility to permit detailed planning <br />at the time of development. The preliminary plan shall generally <br />specify the uses of land and layout of landscaping, circulation <br />and buildings. The final plan is the document on which building <br />permits and other City approvals are issued and shall require <br /> <br />-31 - <br /> <br /> <br />
