Ramsey, Minnesota. Members Present: Mayor Gary Reitman Councilm~mber Jean Schlueter Counci~r Gary Reimann Councilmember Arnie Cox Councilm~nber A1 Sorteberg Also Present: City Administrator Lloyd Schnelle City Planner AnneNorrts Reporter Angela Flint Mayor Reitman called the special Council m~eting to order at 6:40 p-re. Ca~e_ tl: Ta~ Incremenk F/nancing: Mr. Schnelle stated that he has talked with Ms. Arlin Waelti of the O'Connor and Hannan Law Firm and acoording to her there are several approaches to establishing a tax increment program: 1. By Council declaration with Council serving as the board m~mbers 2. By est~_blishing a l~ousing Redevelol~ent Authority with appointed board members. 3. By establishing a Housing Redevelopment Authority with Council serving as the board members. 4. By Port Authority- Mr. Schnelle stated that the Council declaration approach is the most expedient method; Housing Redevelolmm_nt Authority approach takes about 6 weeks to put into plaoe but allows for more reoovery of Staff time and a broader range of uses. Mr. Schnelle r~ed that Council not oonsider the method of Port Authority. Mr. Schnelle stated that he strongly reccmm~ that ~ouncil proceed with the Council declaration method and engage Ms. ~lin Waelti to get Ramsey's tax increment program in place at a oost of approximately $7500.
