An Ordinance Amending Ordinance %84-13
Entitled City Funds -

Mr. Goodrich stated that this ordinance would establish a fund in which to
deposit that $.15/cubic yard tipping fee the City will be receiving fr~ the
landfill. %~ne fund is specifically geared to landfill abat~nent matters only
and cannot be loaned out or even use as collateral is doubtful.

Councilm~mber Schlueter stated that it is her understanding that the tipping
fees were to be used for compensation and mitigation matters; abatement deals
with source recovery, etc.

Mr. Steve DeLuca of the Landfill Ad Hoc C~ttee was present and reaffirmed
Counciln~mber Schlueter's statement; designation of the fund for abatement
matters is incorrect; according to the ~ouse of Representatives Research
Depar~ent, it would not be proper to use those tipping fees for abatement;
that portion of the County funds the city receives should be used for
abatement purposes.

Mr. Goodrich suggested that the ordinance be corrected and reintroduoed to
Council.

Motion by Councilmember Reimann and seconded by Councilmember Cox to table
adoption of Ordinance ~85-4 until the May 28, 1985 Council ~m~cting in order to
allow City Staff an opportunity to research proper naming and uses for this
particular city fund.

Motion carried.
