Voting Yes: Mayor Heitman, Councilm~m~)ers Sorteberg, COx, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Tax Increment Financing: <br /> <br />Mr. Schnelle was present for this case. <br /> <br />Mr. Schnelle stated that Ms. Waelti has proceeded to prepare a tax increment <br />progra~ for Ramsey. <br /> <br />Police Labor Nego_ tiations: <br /> <br />Councilm~mber Reimann stated that he thought salary increases for police in <br />1985 would be minim~n in view of the fact that the police received an <br />excellent salary package in 1984. Councilmsuber Reimann stated that he is <br />recommending a 3% increase in salary; no increase to health insurance; <br />attendance to training for POST credits will be at officer's expense, only <br />tuition, mileage and meals will be reimbursed; officer's to contribute one <br />hour per month in a~inistrative time. <br /> <br />Mr. Schnelle stated that Councilmsnber Reimann's recommendation represents a <br />net increase of 1.61%. <br /> <br />Councilm~nber COx stated that based on the police oontract and the longevity <br />pay contained therein, the increase nets out at 8%. for three of the officers. <br /> <br />Mr. Schnelle stated that longevity pay is a part of signed contract; what is <br />being negotiated is annual salary and health insurance; the police department <br />has agreed to withdraw their request for an additional holiday. <br /> <br />Councilm~mber Schlueter agreed that longevity is a given that the police <br />received in arbitration in 1984 and it would not be appropriate to discuss <br />that it~a~ during this years negotiations. <br /> <br />Councilmember Reimann stated that Council should sh~w some leadership; make an <br />offer and stand by that offer even if it must go to arbitration and mediation. <br /> <br />Oouncilmmber COx stated that the average increase to inoome resulting frem <br />all 1984 labor negotiations was 2.4%.
