Donald Ness, hereinafter referred to as "Applicant," <br />has properly applied for a ~onditional use permit to operate a <br />ha~ tmprove~.nt business frc~ his residence at 7735 15$th Avenue <br /> <br />I <br />I <br />I <br />I <br /> <br /> 2. That the Applicant appeared before the Planning and Zoning <br />I Commission for a public hearing pursuant to City Ordinance on <br /> August 12, 1985. That said public hearing was properly <br /> advertised and minutes of that public hearing are hereby <br /> inoorporated b~ referenoe. <br /> <br />3. ~hat the property which is the subject of the application is <br />legally described as follows~ <br /> <br />The East 264 feet of the West 1716 feet of the North 330 <br />feet of the South 990 feet of the North Half of the North- <br />west Quarter of section 21, Tuwnship 32, Range 25 in Anoka <br /> <br />4. That the subject parcel is located in an R-1 ReSidential <br />District and is approximately 1 acre in size. <br /> <br />I <br />I <br />i <br />I <br /> <br />5. ~at the Standards for (~nsideration are as follows: <br /> <br />a. ~he property is zoned R-1 and a ba~e improveaent busi- <br /> ness is not a pezmitted use in this zone; <br /> <br />b. ~at the adjoining properties are residential 4~alling <br /> units on approximately one acre lots; <br /> <br />c. ~hat the Applicant has stated that there would be no <br /> change in the traffic flow to the area; <br /> <br />d. ~hat there are other similar uses in the City of Ramsey; <br /> <br />I <br />I <br /> <br />~hat the proposed use will not be detrimental to Persons <br />residing in the vicinity of the use or the general public <br />and will not sub~mn~ally impair the enjotm~nt or value <br />of properties in the area. <br /> <br />6. ~hat the Criteria for Approval/Disapproval are as follows: <br /> <br />I <br />I <br /> <br />~hat the Applicant's request to operate a hc~e improv~ent <br />business from his ba~e and properly maintained, this will <br />not be detrimental to or endanger the p,~l ic health, safety <br />or general we/fare and is not oontrary to other govern- <br />~ental stan~rde or regulations; <br /> <br /> <br />
