PROCEEDINGS OF CITY (DUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA (DUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Oouncil conducted a public hearing on Tuesday, June 25, 1985 at <br />the Ramsey Municipal Center, 15153 No, then Blvd. N.W., Ramsey, Minnesota <br />regarding City Charter amendment. <br /> <br />Members Present: <br /> <br />Mayor Gary ~ei~an <br />Oouncilme~ber A1 Sorteberg <br />Councilmember Gary Reimann <br />Oouncilmember Arnie (Dx <br />Councilmember Jean Schlueter <br /> <br />Also Present: <br /> <br />City Administrator Lloyd $chnelle <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br />Director Of Technical Services Clayton Berg <br />Chief Accountant Jeanne Haapala <br />City Planner Anne Norris <br />Reporter Angela Flint <br /> <br />Mayor Hei~an called the ~3b_]ic hearing to order at 9:15 p.m. <br /> <br />City Attorney Goodrich skated that pursuant to State law, the proposed <br />ordinance to amend the City Charter was published in the Anoka Union on June 14 <br />and June 21 and this public hearing is being conducted. City Attorney Goodrich <br />stated that if the City Oouncil adopts the ordinance, it will be published <br />again and does not becc[ne effective for 90 days. The amendment will ramove the <br />Charter requirenent that resolutions and ordinances be read prior to adoption <br />unless there is a unanimous consent of Oouncil not to do so; ordinances and <br />resolutions will still have to be presented in writing prior to adoption. <br /> <br />Mayor Heitman expla/ned that during charter formation, Council adopted an <br />ordinance that was presented at the last minute; as a result, the Charter <br />Oanmission had written the reading requirement into the Charter to prewent a <br />similar situation fr~m happening again. The requirement has pro~ed to be <br />an ur~orkable situation as one councilmember contends that requiring a reading, <br />unless (buncil goes through the motions of dispensing with each reading, is a <br />reverse procedure. Mayor ~eitman stated that the change to the Charter is very <br />minor; if the Oouncil majority wants a resolution or ordinance read, it will be <br />read. <br /> <br />Oouncilmember Schlueter noted that ordinances still cannot be adopted the same <br /> June 25, 1985 <br /> <br />Page 1 of 2 <br /> <br /> <br />
