Councilmember (]ox stated that Mr. Gilbertson has a right to be h_~9_rd based on <br />the fact that his business pays taxes in Ramsey and quite a few jobs are at <br />stake; hearing the issue does not mean that Gouncil will act favorably. <br /> <br />Mr. Goodrich stated that even if Council places this case on the agenda, the <br />City cannot grant Mr. Gilbertson a liquor lioense this evening. <br /> <br />Mr. Brennan stated that Council could address the certain criteria that have to <br />be met and possible ramifications. <br /> <br />Mayor Heitman stated that it is inappropriate for Oouncil to address the legal <br />nature of the issue. <br /> <br />Motion by ~ouncilm~mber Cox and seconded by Councilmember Reimann, for <br />discussion, to place discussion of Mr. Gilbertson's request for liquor license <br />renewal on this evening's agenda as Case ~11. <br /> <br />Further Discussion: <br /> <br />Councilm~ber Reimann stated that the City Attorney could be directed to inform <br />Mr. Brennan and Mr. Gilbertson just what criteria has to be met and the issue <br />would not have to be placed on the agenda. <br /> <br />Mayor Heitman stated that Mr. Brennan can meet with the City Attorney and find <br />out what is required. <br /> <br />Mr. Goodrich stated that Mr. Gilbertson needs: 1) County ta~es paid; <br />2) certificate of compliance from the State of Minnesota regarding taxes. 3) <br />Council agreement either to issue a new liquor license or renew the old liquor <br />license. Mr. Goodrich stated that none of the items discussed by Council at <br />their meeting of June 25, 1985 have been accomplished. <br /> <br />Mr. Jim Gilbertson stated that he has been in Ramsey for 15 years; he is <br />responsible for a lot of develolm~nt and tax money __~x~_ing into the City. Mr. <br />Gilbertson stated that everything he has tried to do in Ramsey has been a big <br />headache; that there are 15 other places he could name where develoI2nent is <br />welcomed. Mr. Gilbertson pointed out that McGregor's had a 30 day liquor <br />license that they held for two years. Mr. Gilbertson stated that he tried to <br />call a special council meeting, by 24 hour written notice, to discuss the issue <br />and he was only able to get in touch with Oouncilm~mbers Sorteberg, Reimann and <br />Cox. ~ose 3 councilpersons had no problem with it but the City Attorney did. <br /> <br />Councilm~mber Schlueter stated that the special meeting was not called <br />according to proper prooedure. <br /> <br />Mr. Gilbertson stated that he called for the special meeting the way Mr. <br />Goodrich told him to. <br /> <br />Mr. Goodrich stated that Mr. Gilbertson's stata~ent is not correct. <br /> <br />Mr. Gilbertson proceeded to discuss other problems he is having which include <br />theft at the liquor store and how the police can lock up his restaurant and do <br /> July 9, 1985 <br /> <br />Page 4 of 22 <br /> <br /> <br />
