Council unanimously consented to dispense with the reading of the resolution. Motion by Mayor Heitman and seconded by Councilm~mber Schlueter to adopt Resolution S85-130 receiving bids and awarding said bid to Allied Blacktop Company for 1985 sealcoating projects. (Please refer to resolution file for Resolution ~85-130). Motion carried. Voting Yes.- Mayor Beitman, Councilm~mbers $orteberg, Cox, Reimann and Schlueter. Voting No: None. Case ~8.' Award Of Bond Sale; Karen Wen~ager-Schultz of E~ensen Dodge was present, distributed copies of the bidding stmm~ry and recog~ended that the bid be awarded to Cronin and Marcotte. Council unanimously consented to dispense with the reading of the resolution. Motion by Councilm~ber Reimann and seconded by Councilm~mber Gox to adopt Resolution %85-131 awarding the sale of bonds to Cronin and Marcotte. Reconsideration Of Matchino Funds For Park Develo_~l~ent: C~_.~ Of ~4s. Marleen Loo_ven: Ms. Looyen was txesent and referred to Council's action on June 25, 1985 directing that the monies raised frc~ the cog~nunity festival, ocl~bined with those frc~ the Lutheran Brotherhood donation, be divided equally between Central Park and River's Bend Park. Ms. Looyen explained that the reason the Park Board has not made a reocmm~.ndation for the spending of that money is because it is difficult to plan what to do with the money until you actually have the money. Ms. Looyen referred to Cbuncil Resolution #82-158 introduced by Councilmember Sorteberg, to which Councilm~mbers Sorteberg, Reimann and Cox voted favorably; the resolution cx~t~ $72,000/year for Central Park develounent. Ms. Looyen stated that the she, the Park Board and Community Festival Ck~it~ feel that the Lutheran Brotherhood donation/community raised funds should all be put towards Central Park based on the fact that there is a 10 year plan for Central Park develognent and there is not a resolution in place addressing a long range plan for River's Bend Park. Ms. Looyen added that she has not polled all of the Ck~munity Festival G~ttee m~mbers but at least 50% of th~m want the funds spent at Central Park. Mayor Neitman stated that a stipulation of the Lutheran Brotherhood donation was that the City's matching dollars be raised through a o0~l~unity fund raiser; it is money to be generated outside City purview and likewise, spending of it should be outside City control.
