A computation of goals, policy state- meats, standards, programs and maps for guiding the physi- cal, social, and eoonomic development, both public and pri- vate, as defined in the Minnesota Municipal Planning Act, and includes any part of such plan separately adopted and any ~endment to such plan or p~rts thereof. CONDITIONAL USE: A use which may be appropriate in a specific zone, but may require special conditions imposed by the City Council as it may create special problems with regards to the protection of the public welfare, the in- tegrity of the municipal land use plan, and/or the zoning district in which it is located. CONDITIONAL USE PERMIT: A permit issued by the City Council in accordance with procedures specified in this chapter which permit is required in order to carry on a 'conditional use" as defined in this chapter.
