Absent: Commissioners Jeffrey and Van Scov. <br /> <br /> Case #8: Request for Site Plan Review of Town Center 3~a;¥Additi°n, Coborn's <br /> Grocery; Case of Ramdance, LLC <br /> <br /> Community Development Director Frolik stated that the City'.receiver'.a5 appliCati0'n'~om <br /> Ramdance LLC fbr a site plan for approval for the development o;£ a Cobom's grocery store:On <br /> Outlot I of Ramsey Town Center, proposed to be replatted asRamse~"~own: Center 3~ <br /> <br /> Community Development Director Frolik explained, th~ TC-2 district regulations establish <br /> floor area ratio. She explained that Lot 1 is 391,41~0 Square feet in. area; the minimum floor area <br /> ratio is 195,705: the total area of all buildings ptarmed for Lot 1!iS93,207 square feet. As a <br />· result, the plan is 102,499 sqpare feet deficient of the .5 ?atio. <br /> Community Development Director Frolik advised that a $6ta!i Sf 428 parking spaces Would be <br /> required for the uses ultimately proposed for Lots 1 and 2; the~site plan is showln= 451 spaces. <br /> in addition, the loading docks are located on the southeast comerof the grocery, store building, <br /> with a truck access from Zeolite. She noted the plan includes a l'2~foot :hi:zh concrete wall to <br /> screen the loading dock activity from Public view. <br /> <br /> Community Development DJ'rector Frolik stated the ~ading and utility plans have been reviewed <br /> by the Engineering Department and required modifications to. the plans are listed in the Staff <br /> Review Letter. <br /> <br /> Community Development Director Frolik stated the Landscape Plan has been reviewed by City <br /> Staff and 141 trees and 320 shrubs must be planted in order to meet the landscape requirements <br /> for the entire block. She noted the plan Submitted includes 102 trees and 348 shrubs; the plan <br /> must be modified to incNde an additional 39:.treesl <br /> <br /> Community Development Director Frolik noted that the site plan submittal lack~ a lighting plan <br /> and a waste storage area plan. <br /> <br />Community Development Director Frotik stated the'site plan for the ~oce~ store generally <br />confon~s to the Town Center Development Guidelines. She advised that the architectural <br />features include diversity in texture, color, projections, recesses, and height and the selected <br />materials include EIFS: integrally treated with color, brick veneer, split face CMU, precast <br />concrete panels, smooth face aggregate and pre-finished metal accents. She stated that some of <br />these same materials will be used on the fuel pump island and car wash to aesthetically blend in <br />with the main store. She explained the guidelines recommend that 35% of ground level street <br />front t'acades be glass openings. The amount of glazing on the north wall (Sunwood Drive side), <br />the east wall (Zeolite Street side), and west wall (An~strong Blvd.) is 21%, 7% and 2%, <br />respectively. She stated the intent of the glass opening guideline is to promote building desi=o-ns <br />that encourage walking the sidewalks and window shopping. However, a grocery store, fuel <br />amenity and phmTnacy are destination shopping versus a window shopping experience. She <br />reiterated that the guidelines encourage large scale retail to locate adjacent to the railroad, which <br />is away from sidewalks.
