CASE <br /> <br />REQUEST FOR A VARIANCE TO ALLOW MULTIPLE BUILDINGS ON ONE LOT <br />IN THE TC-2 COMMERCIAL ZONING DISTRICT; CASE OF RAMDANCE LLC <br /> By: Patrick Trudgeon, AICP, Assistant Community Development Director <br /> <br />Background: <br /> <br />Ramdance LLC is proposing to develop Outlot I of Ramsey Town Center. Lot 1 will contain a <br />54,000 square foot grocery store, an 18,000 square foot retail building, an 11,000 square foot <br />retail building, and an 8,000 square foot retail building. The Planning Commission and City <br />Council reviewed the site plans fbr most of the buildings contained on Lot 1 and have approved <br />the preliminary site plans contingent on Ramdance receiving a variance to allow multiple <br />buildings on one lot. Additionally, the preliminary site plan approvals were contingent on the <br />applicant receiving a variance to the Floor Area Requirement in the TC-2 Commercial Zoning <br />District. <br /> <br />The following items are included for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />· Site location map <br /> Site Plan <br /> Draft Board of Adjustment Meeting Minutes dated July 12, 2004 <br /> Proposed resolution to adopt findings of fact <br /> Proposed variance resolution <br /> <br />Public Notice: In accordance with State Statutes, mailed notice of the variance request was sent <br />to the property owners within 350 feet. <br /> <br />Observations: <br /> <br />The subject property is zoned TC-2 Town Center Commercial. Section 9.11.01 (1) of City Code <br />does not allow for more than one main building on a lot. The City has recently approved <br />variances for more than one principal building as part of the 'Basalt. Office Park developments. <br />These variances were granted through the PUD process. The TC-2 Zoning District was created <br />for larger scale retail operations and encourages buildings to be clustered in compact; identifiable <br />areas and not present the look of typical strip suburban development. The applicant is proposing <br />to locate buildings in important locations on Lot 1 that will emphasize pedestrian connections <br />and directly interface with Sunwood Drive. In addition, the buildings on Lot 1 are located to <br />share parking with other uses on Lot 1. Creating separate lots for each building will require the <br />placement of individual parking areas for each lot that will limit the ability to share parking and <br />will most likely increase the amount of parking spaces on the site. <br /> <br />The sketch plan Ibr the development of this phase of the development was approved by the <br />Planning Commission on May 6 and the City Council on May 11, 2004. The sketch plan showed <br />the layout under consideration. The Plmming Commission approved the preliminary site plans <br />for three of the buildings (grocery store, the 18,000 square foot retail building, and the 11,000 <br />square foot retail building) on July 12, 2004 contingent on the applicant receiving several <br />variances. On July 27, 2004, the City Council approved the three preliminary site plans <br />c~>ntingent on the applicant receiving the necessary variances. <br /> <br />33 <br /> <br /> <br />
