Chairperson Nixt stated the good news is. that in 90 days Mr. Salmon will have a better idea of <br />what will be allowed and more guidance than he has today. <br /> <br />Mr. Salmon stated he wonders how difficult it will be 'to get sewer under Trout Brook. He <br />indicated there are also a lot of large lots that will mess up getting sewer. <br /> <br />Associate Planner Geisler stated they get a lot of calls from people with one and two acres that <br />want to subdivide. <br /> <br />Associate Planner Geisler recapped the Planning Commission's comments and <br />including: <br /> Keep working with the cluster concept <br /> How do we preserve the con'idors for transportation and other services <br /> How do we potentially allow for some non-residential uses in the future. <br /> Consult the League of Minnesota Cities and the City Attorney on impact fees <br /> <br />questions, <br /> <br />Commissioner Brauer stated the cost is really important. He thinks they continue to try to add <br />more development to help cover the cost of extra services they 'have to put in. <br /> <br />Commissioner Johnson indicated development does not really add money to a city; it just adds <br />additional people to with which to divide the budget. He stated if you have a lot of new houses <br />you have to add more police and fire so the budget goes up and taxes go up, but there are more <br />people with which to divide that budget. <br /> <br />Commissioner Brauer agreed, noting that what he saw with the school district is that it is not an <br />even climb. He stated they can add 50 houses and be okay, but suddenly adding 10 more requires <br />a new school, so if you have not thought it out thoroughly there can really be an impact. <br /> <br />Con~nissioner Johnson commented the Town Center will have an impact on the Comprehensive <br />Plan Amendment also. <br /> <br />Commissioner Brauer stated one more thing to consider is distance. He indicated if you have <br />someone in the middle of nowhere who has 40 acres that wants to subdivide it would be different <br />from someone right next to current development. He stated maybe a criteria needs to be distance <br />from existing smwices. He added that even if they cluster the lots and have a communal septic <br />system it still has environmental impact. <br /> <br />Associate Planner Geisler indicated they could look at some flexible guidelines based on distance <br />from major services and major roads. <br /> <br />106 <br /> <br />Planning Commission/June 3, 2004 <br /> Page 17 of 18 <br /> <br /> <br />
