Associate Planner Geisler reviewed Subd. 6, items a - g and the language changes .Staff is <br />suggesting. <br /> <br />Assistant Community Development Director Trudgeon noted this is a rough cut for review before <br />it gets to a public hearing, He stated they want to make sure the Planning Commission feels Staff <br />is on the right.track. ' <br /> <br />Vice Chair Johnson asked what city they molded the language after. <br /> <br />Associate Planner Geisler indicated they looked at Inver Grove Heights' ordinance and made some ' <br />RamseyZspecific modifications. : ... <br /> <br />Vice Chair Johnson asked when they get to the point they.discussed last time of where the traffic <br />corridors are laid out and the streets will be. He stated h.e would feel, more comfortable if they had <br />a big picture. . <br /> <br />Assistant Community Development Director Trudgeon advised they are using July·to gather <br />information for the Comprehensive Plan Amendment, which wil.1 be completed over the next six <br />months. He stated part of that arnendmen~ will be a traffic element. He indicated the current <br />comprehensive plan has some of that incorporated, but the process took so long that the land use <br />plan and traffic plan do not necessarily mesh. He stated those two elements need to be brought <br />back together. <br /> . <br />Commissioner Van Scoy asked if the future streets would be platted so when sewer comes in we <br />already know where it will go. · <br /> <br />Associate Planner Geisler indicated the land would need to be re-platted when sewer comes in <br />because for now the areas would be platted' as outlots <br /> <br />Commissioner Van Sco.y asked about development fees. <br /> <br />Associate Planner Geisler stated they are actually adding costs for development because they are <br />requiring additional surveys, which add to the cost, and the additional fees for platting the outlots. <br /> <br />Commissioner Van.Scoy asked who is responsible for the homeowner's association costs. <br /> <br />Associate 'Planner Geisler advised the developer would create the association and be the first <br />member, with membership transferred as lots are sold. <br /> <br />Assistant Community Development Director Trudgeon indicated the City will want to see a high <br />level of control in these homeowner's associations. He stated they would want to see a well- <br />funded, well established association that could address any problems with the communal septic <br />system. He indicated the association would control all the land of the lots and the communal <br />septic system land. <br /> <br />Commissioner Van Scoy clarified these would be urban sized lots in a rural area, and developers <br />would not be allowed to create two and a half acre lots and put a house on them. <br /> <br />108 <br /> <br />Planning Commission~July 1, 2004 <br /> Page 8 of 12 <br /> <br /> <br />
