Case # <br />REQUEST FOR PRELIMINARY SITE PLAN REvIEw OF TOWN CENTER 3r~r~ <br /> ADDITION, GATEWAY RETAIL BUILDING; CASE OF 1L~MDANCE LLC <br /> By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Ramdance LLC has submitted a site plan for the .development of a retail building in. the <br />northwest quadrant of Outlot [, Ramsey Town Center, proposed to be replatted as Ramsey Town <br />Center 3ra Addition. The first phase of the development of Ramsey Town Center 3rd Addition, <br />Lot l, includes the grocery store, a comer retail building at the intersection of Sunwood Drive <br />and Zeolite Street, and this third retail building in the northwest comer of the site, near the Town <br />Center entrance on Armstrong Blvd. The site plan for the grocery store and the comer retail <br />building were reviewed and approved by the Planning Commission on July 12. At that time, the <br />applicants noted a desire fbr site plan approval of this third retail building. Given that the site <br />plan ~br all buildings proposed on Lot 1 is the same, with'the exception of building elevations, <br />the Planning Commission did recommend that the applicants present their site plan_ for all 3 <br />buildings to City Council on July 27. This was under the proviso that the Planning Commission <br />would have the opportunity to review the building elevations for the 3rd building at their regular <br />meeting on August 5. The following items are enclosed for your information: <br /> <br />a) Site l.ocation map <br />b) Proposed plat <br /> ., rd <br />c) Proposed site plan and landscape plan for Lot 1, Ramsey Town Center ~ <br />· - Addition <br />d) Proposed building elevations for the gateway retail building (refer to color <br /> exhibits contained in agenda packet) <br />e) City Staff Review Letter dated July 22, 2004 <br /> <br />Observations: <br /> <br />The site is zoned TC-2 and retail uses are a permitted use. The applicants are proposing to <br />construct an 11,000 square foot retail store in the northwest quadrant of the site. Two accesses to <br />the site are proposed from Sunwood Drive; the easterly access is proposed to be a right in/right <br />out. Two accesses are also proposed from Zeolite Street and the Planning Commission has <br />previously recommended elimination of the southerly access, adjacent to the truck delivery <br />access, fkom the plan. <br /> <br />City Code states that there shall not be more than one main building on a lot. There are <br />ultimately 4 structures planned for Lot 1. The Planning Commission advised the applicants to <br />apply ~bra variance; the request is scheduled fbr the August 5 Board of Adjustment. <br /> <br />The TC-2 District establishes a .5 floor area ratio. Lot 1 is 391,410 square feet in area; the <br />minimum l-loot area ratio is 195,705; the total area of all buildings planned for Lot 1 is 93,207 <br />square feet. The plan is 102,498 square feet deficient of the .5 ratio. The intent of the TC-2 <br /> <br /> <br />
