PUBLIC HEARING <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF <br />REGENCY POND 4TM ADDITION; <br /> CASE OF TSM DEVELOPMENT, INC. <br /> BY:. Amy Geisler, Associate Planner <br /> <br />CASE # <br /> <br />Background: <br /> <br />TSM Development, Inc. has submitted a preliminary plat application as part of their plan <br />to construct a mini-storage facility on the property generally located on Ramsey Blvd. and <br />Bunker Lake Blvd. The sketch plan proposes to replat Outlot A of Regency Pond into one <br />buildable lot. The Planning Commission reviewed the sketch plan at theii:-July 1st and <br />July 12th meetings. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed prelim/nary plat <br />City Staff review letter dated July 30, 2004 <br /> <br />Notification: <br /> <br />In accordance with State Statute and City Code, residents within 700 feet were notified of <br />the preliminary plat. <br /> <br />Observations: <br /> <br />Outlot A of Regency Pond is proposed to be replatted as Lot 1, Block 1, Regency Pond <br />4th Addition.' The lot is 4.8 acres and is proposed to be developed as a mini-storage <br />facility with 4 storage buildings. Outlot A eXceeds the One-acre minimum lot size <br />requirement and the 200-foot lot width requirement. <br /> <br />The grading, drainage, and utility plans are being reviewed as part of the CNP Storage <br />site plan. All drainage ponds shown on the site must be dedicated as drainage and utility <br />easements on the revised preliminary plat and the final plat. Engineering staff is also <br />recommending a full cul de sac be provided for 148th Ave NW; this is regularly required <br />for stub streets. <br /> <br />The plat proposes to gain access through a private access off of Ramsey Blvd. As was <br />discussed at the July 1st and July 12th Planning Commission meetings, staff received some <br />initial comments ti'om Anoka County that indicated the County would not permit any <br />additional access onto Ramsey Blvd. At the time that this agenda packet was prepared, <br />staff has not received ,any additional comments from Anoka County. Staff will provide a <br />verbal report at the Planning Cormnission meeting. <br /> <br />57 <br /> <br /> <br />
