January 2, 1985 <br /> <br />Mr. Lloyd Schnelle, City Admin. <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Ramsey, MN 55303 <br /> <br />Re: Water Meter Quotes <br /> <br />Dear Lloyd: <br /> <br />As requested at the December 11, 1984 council meeting, we attended the <br />Rockwell International demonstration on the Rockwell "ECR" or <br />Touchread metering system. This demonstration was conducted on <br />December 20, 1984 at the Water Products Company facilities. <br /> <br />The Touchread metering system is a totally automated meter reading and <br />billing system, which should result in increased accuracy, speed, <br />efficiency and economy in cities with a large number of water accounts <br />(several thousand or more). Since Ramsey is just starting to install <br />water meters, one cannot justify a totally automated system at this <br />stage of development. Therefore, we do not recommend the purchase of <br />the Rockwell "ECR" meter, which is approximately $9.00/meter more in <br />cost than the Neptune "T-10". The main advantage of the Rockwell <br />"ECR" is its capability to transmit readings over telephone lines <br />without added equipment. However, Richfield, which has over 10,000 <br />meters, found that it could not justify automatic telephone line <br />reading. <br /> <br />As stated in our December 11, 1984 letter, the Rockwell mTTR" did not <br />meet the specifications as written. Therefore, we recommend that the <br />City accept the quote from Davies Water Equipment Company and purchase <br />100 Neptune "T-10" meters for $6,657.00. In addition, the City should <br />purchase a reader for $300.00 and 1,000 feet of wire for $60.00. <br />Following are some of the reasons for recommending the Neptune "T-10": <br /> <br />1. It meets the specifications as written. <br /> <br />2. The total overall cost including a reader is the lowest. <br /> <br />Each meter can be assigned an account number to correspond with <br />the City's existing records. Rockwell meters come with fixed <br />account numbers. <br /> <br /> <br />
