Foth & Van Dyke

Waste/Energy Division

November 8, 5984

Green Bay,

Donald Otter
General Manager of Landfills
Omega Bills Landfill
N96 W12730 County Line Road
Germantown, WI 53022

Re: Anoka Sanitary Landfill
Anoka County, Minnesota

Dear Mr. Otter:

As per your request, FOTH & VAN DYKE Industrial, Inc. has prepared a borrow plan
for the southernmost eighty(80) acres owned by Waste Management of Minnesota, Inc.,
near the Anoka Sanitary Landfill site. Drawing No. 13647.58A-2 shows the final
grades after all borrowing has been completed.

Limits of excavation, as shown on the attached drawing, are based on the
following design criteria. Excavation timits are set back one hundred (100)
feet from property lines on the south, east and west borders of the borrow
area. In addition, excavation limits are set back 1OO feet from on-site wetland
areas. The base of the completed borrow area has a drainage pattern running
from north to south. The high point of the base located in the northwest corner
is 870 feet. The lowest base elevation is located in the south end of the
borrow area. This elevation is 865 feet. During excavation, all topsoil should
be stripped and stockpiled for later use.

Access to the site for trucks will be from Sunfish Lake Blvd., (County Road
57). Scrapers can access the site from the existing borrow area to the north.

Based on existing conditions (Drawing No. 13647.58A-1) and proposed final contours,
FOTH & VAN DYKE has estimated the tota] borrow volume avai]ab~e from this site.
Assuming a six%(6) inch topsoil layer, 39,000 cubic yards (yd~) of top,oil
and 746,000 yd- of genera] earth fill for a total volume of 785,000 yd- are
available.

Sincerely,

F.~ & VAN DYKE INDUSTRIAL, INC.

~rry_~r~Sevick
AssociAtW
General Manager, Waste/Energy Division

cc: Henry A.
