FRf~:
RE:

Mayor and Councilmembers

City Administrator

City Administrator's Staff Report for January 1985

1) Finance - The following is hereby submitted on this item:

a)

Minnesota Finance Health Program - I have had the City Finance Depart-
ment work up a response to the report produced by the State Auditor,
Mr. Arne Carlson. I think you will find this interesting. The City
Acoountant will be present to review this with the Council.

b)

Upgrading of City's Bond Rating - I have spoken to Mr. Don Keysser of
Evensen-Dodge, Inc. regarding the process the City will have to follow
in getting its bond rating upgraded from B-AA-1 to an A rating or
higher. Mr. Keysser stated that he would be getting back to me next
week on it. This is one project that I am very anxious to get going
on, as it will be a major plus for the City of Ramsey to upgrade its
bond rating, as we are in outstanding financial position.

c) City Audit for 1984 - This will hopefully be completed by April 1,
]985. We're pushing for that date anyway.

d)

Bond Market - If the bond market keeps going the way it's presently
headed, we will probably be able to go for refunding our 1981 Improve-
ment Bond which would really be good for the City.

2) Computer and Word Processing - The following is hereby submitted on this
item:

a)

Computer- Accounting is busy getting all of their material on the
computer such as budget, general accounting and long range financial
planning. We also will be putting all the Assessor's PIN numbers and
special assessment information on the computer. We definitely do have
a lot of work to do in this area.

b)

Word Processing - We have a lot to do here also, but we are doing a
lot already. If it were not for word processing, we would not be
accomplishing what we are today. The following major projects are
coming up for us to accomplish above and beyond normal tasks:

--Categorize items going into word process storage;
--Set up standard operating procedure for agendas, which will
save an immense amount of time;
--Get the City code into word processing, which will also be a
big savings of time.

If we get this total operation functioning the way we plan to, it will
be invaluable to the City. Consequently, we are going to be putting
our emphasis in the areas where we see the most return to the City.
