Schnelle, City Administrator <br />Ann Norris, City Planner <br />Pete Raatikka, City Engineer <br />Bill Goodrich, City Attorney <br />Metropolitan Council's "Regional Solid Waste Management <br />Development Guide/Policy Plan" <br />January 18, 1985 <br /> <br /> As the Council is aware, the Metropolitan Council is <br />proposing a new Regional Solid Waste Management Development <br />Guide/Policy Plan (hereinafter "Plan"). <br /> <br /> You have each received a copy of the Plan for your individual <br />review. The Metropolitan Council has scheduled a public hearing <br />on the Plan for 1:30 P.M. and 7:00 P.M. on January 28, 1985. <br /> <br /> The purpose of this memorandum is to supply you with staff <br />recommendations in order to assist the Council in adopting a <br />policy position to be presented at the public hearing on 3anuary <br />28, 1985 relating to the Plan. <br /> <br /> It is apparent that the Plan's emphasis is on the future <br />means and methods of handling mixed municipal solid waste. These <br />proposed methods include waste reduction, source separation, <br />centralized materials recovery, waste combustion and, as a "last <br />resort" land disposal. <br /> <br /> We believe that in general, Ramsey should support the efforts <br />of waste abatement, including public education to implement these <br />efforts. The Council may want, at the public hearing, to offer <br />specific suggestions relating to waste abatement. <br /> <br /> We feel the most interesting aspect of the Plan is the issue <br />which it neglects to address, that being the impact of existing <br />and future landfills on "host" communities. This of course, is a <br />somewhat unique issue to Ramsey and other host communities and <br />may therefore not receive the general support that other segments <br />of the Plan receive. <br /> <br /> In August, 1982, the Metropolitan Council prepared and <br />adopted a background report entitled "Compensation and <br />Mitigation; Dealing with the Adverse Impacts of Solid Waste <br />Disposal Facilities". This report deals with compensating host <br />communities for the problems created by landfills located in <br /> <br /> <br />
