Using Council standing con~nittees to provide an opportunity for <br /> full public discussion of all matters coming before the Council. <br /> <br />e <br /> <br />Conducting public hearings and meetings, and taking other actions <br />that will provide for discussion of alternatives at interim <br />points in the plan preparation and policy development process. <br /> <br />Encouraging continuous educational programs to'enable local <br />government officials, con~nunity organizations and citizens to <br />study, review and become informed of the workings and activities <br />of the Metropolitan Council. <br /> <br />Conducting public hearings and meetings at different times and <br />places to maximize the opportunity for persons and groups to <br />con~nunicate with the Council. <br /> <br />Encouraging local governments and citizen organizations to <br />establish ongoing relationships with the Council through personal <br />liaison and task forces that will enable them to work closely <br />with the Council in the formulation and improvement of plans and <br />policies. <br /> <br />Encouraging and assisting other governmental agencies to carry <br />out con~nunity involvement programs that will provide local <br />government and other public officials, affected con~nunity groups <br />and individuals the opportunity to be involved in the preparation <br />and implementation of plans and programs. <br /> <br />In addition, several other chapters of the Metropolitan Development Guide <br />contain citizen participation policies for particular Council programs. <br /> <br />Health <br /> <br />All people have the right and responsibility to participate in <br />decisions that will affect their health or the cost of their <br />health care. <br /> <br /> <br />
