Ii, including, o Rum River Crossing, has long been recognized os a vital need in the At, ko County Highway System; ~ W~REAS, the highway ¢ornpletlc~ wi11 provide for the free end easy movement of people, goods and ~ervices iff the northern rrmtropolltan e~ea; ~ W/'I~REAS, the construction of the highway facility and bridge will help ~olve critical traffic congestion problerr~, Ix~ticul~ly on Trurk Highway 10 and Trunk Highway Ii'/(Ferry Street and Main Street in the City of Anaka) and on Trur~ Highway 169 (in ~ City of Champlir0; or~ WHEFUEAS, the need and desirability of this facility is exemplified by the ec~ly and continuing ~dpport of the Cities of Ar, dover, Anoka and Rom~y and Anoko- Hennepin School District bio. I I; and, Wl-~F~AS, Ramsey, a City of over 101000 peaple, is totally ¢ut off from emergency ~erviu~es due to the roilroo~ and the highway ~ bridge completion will provide the Iolution to this crucial prcblerrG arid, WI-~AS, the business community ~ recognized t~e critical nature of transportation in the northern metrapolitan~ area, and there are ~s of Commerce tas~ forces currently addressing the eoncerr~ and, WI-EREAS, in response to this reed and support, the C4x~ty of Anoka bas funded the preparation of an £nvironmental Impact Statement (ELS) for the project with local WI-ERF_AS, tim ilS bas received Federal and State approvals; ~ WHEREAS, Anoko County has taken steps to realign County Road I It; between 7th Avenue and Rou~ Lake Boulevard. in order to avoid congestion in a de. eelaped · residential area and to pravide an adequate easterly earl'motion to the Rum River Crassing project; ~ WI-EREAS, the funding of this $5,000,000.00 County Rood 116 - Rum River Crasslng project in a timely manner with lacal funds i~ not feoslblel and, WI-EF~AS, tim County has applied for all types of fedem! funds that may be avalJable throug~ normal ~ls, m~h os Federal Aid Urban (FAU) Funds, but has not been able to obtain funding thraugh ttmse sources: NOW, TI~REFORE, BE IT RESOLVED that the Anaka County Board of Cornmissic~ers does hereby appeal directly to its congressional delegation for assistance in obtaining Federal funding for the County Rcx~ I Ii; highway ccxr~letlc~ including o Rum River Ctess~ng. BE IT FURTI-ER RESOLVED that copies of this resolution be foremrded to members of the Fe6ero! congressional clelegotion from Minnesota and to the Minnesota Depar truest of Transportation end its OLstrict 5 offices. BE IT FINALLY RESOLVED that copies of this resolution be forwarded to the Cities of Andove% Rom~y~ Anoka, Coon Raplds~ and Cha'np!in together with the request that the Cities emJor~e this resolution or o0opt comparable resolutJor~ by February 20, 1~85.
