I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br /> <br />Intergovernment revenues % of total revenues is slightly lower, however, <br />dependence on Intergoverr~ental revenues {primarily state aids) is <br />increasing 77% faster than average. <br /> <br />~he special asses~nent t of total revenues (15% higher than average) <br />demonstrates the City's policy of assessin9 improvements so that citizens <br />do r~t p~y for improvenents through the property tax. <br /> <br />Many other factors have a positive effect on Ramsey: <br /> <br />Oounty unemployment rate .$% below the state average. <br /> <br />Fiscal disparities oontinues to benefit the City, increasing 370.63% over <br />the 4 year period from 6% of property taxes in 1980 to 18% in 1983. <br /> <br />~he staff level is 40% lower than other communities in the 10,000 to <br />20,000 population group. <br /> <br />Fund balances remain at 44.8% of current expenditues as compared to the <br />average of 28.5%. ~his means that Ramsey can, without revenues, support <br />the expenditures made in the first 5.4 months of the year. ~e first <br />property tax & special assessment settlement, homestead credit allocation, <br />and local government aid payments are received in July of each year. <br />~ese revenues oontribute the largest % of the total revenues. ~he state <br />average for oon~nunit/es of the same p~pulation group can supportj on the <br />average, only the first 3 months expenditures. <br /> <br />Ramsey is one of 24 governmental units and public retirement systems in <br />the entire State of Minrmsota that hold a certificate of oonformance in <br />financial report/n§. <br /> <br />~_mry of Ir~ieators: <br /> <br />Following is a list of the statist/cs provided in the Financial ~tealth Profile <br />(1980 to 1983) oomparing Ramsey to Statewide averages for the 10,000 to 20,000 <br />population group.
