Abutting Property Owners- This phrase refers to the owners of real property <br /> in the City of Ramsey, which parcels abut upon a proposed local improvement <br /> and benefit from the improvement. <br /> <br />b.) Non-Abutting Property Owners- This phrase refers to the owners of any real <br /> property in the City of Ramsey which does not abut, but which may receive a <br /> benefit from a specific local improvement. <br /> <br />c.) Property Owner- Refers collectively to the individual, individuals, entity or <br /> entities noted as the fee owner, or in the case of land being purchased <br /> under contract for deed, to the vendee thereof, accordin£ to the then current <br /> records of the Anoka County Auditor, of each parcel of land which is recognized <br /> as a separate tax parcel by the Anoka County Auditor. <br /> <br /> d.) Benefit- Refers to an actual increase in the fair market value of a parcel of <br /> <br /> realty as the result of a local improvement. <br /> <br />e.) Local Improvement- Refers to any improvement to any publicly owned facility, <br /> <br /> including but not limited to streets, alleys, sidewalks, sanitary sewer lines, <br /> city water services, utilities, parks, buildings or other public property, <br /> which improvement is carried out, in whole or in part, under the authority~ <br /> of the City of Ramsey. <br /> <br />f.) Benefitted Property Owners- Includes both abutting and non-abutting property <br /> <br /> owners who benefit from the improvement. <br /> <br />Section 8.05.
