The <br />majority of this P.U.D. is located in the rural service of the <br />City as defined in the City Code dated January 1, 1978. Article <br />170.0130(1) of the City Code limits lot sizes to 10 acres and lot <br />widths to 660 feet. In addition, the City of Ramsey adopted its <br />Comprehensive Plan in 1982, which also limits the density to one <br />unit per 10 acres. The proposed density of this P.U.D. is one <br />unit per 4.92 acres. <br /> <br />5 <br /> <br />The proposed P.U.D. meets the minimum twenty percent area for <br />private or public open air recreational uses as required by the <br />City Code. The planning commission will have to specify if <br />covenants, conveyances or dedications are to be used to secure <br />the property. <br /> <br />w <br /> <br />In review of the City's Comprehensive Storm Drainage Plan, the <br />area south of 153rd Avenue N.W. extended lies in the West <br />Mississippi River Drainage District. The remaining area is out- <br />side the City's Comprehensive Storm Drainage Study area. Based <br />on the proposed open areas, there should be adequate ponding <br />areas for storm water runoff. Also, part of the P.U.D. will <br />drain north into Trott Brook (Co. Ditch No. 51). <br /> <br />In review of access to the P.U.D., it is proposed to provide <br />three access points from Jarvis Street N.W., one access point <br />from State Trunk Bighway 10 and two access points from Whispering <br />Pines Estates on the east side of the P.U.D. We would recommend <br />that 153rd Avenue N.W. be extended west into the P.U.D. to pro- <br />vide better access for emergency uehicles. Also, the City of Elk <br />River, MN/DOT and the Burlington Northern Railroad will have to <br />be contacted for input on the proposed access points. <br /> dvil · municipal · p~nning · so~ ~ ~ ~eying <br /> <br /> <br />
