not exceed 5 feet in height; 2) Construction shall be of natural stone, wood or ooncrete; 3) The use of gabbions non-wood pilings, metal retaining walls and pre-cast or cast in place concrete retaining walls is speci- fically prohibited; and 4) The minimum width of terraces shall be 10 feet. C) Emergency and Exemptions. When emergency work is performed under this section, the person performing it shall report the pertinent facts re- lating to the work to the City Engineer and Zoning Admini- strator prior to the commencement of work. The Zoning Ad- ministrator shall review the facts and determine whether an emergency exists and shall by written memorandum author- ize the commencement of the emergency exception or deny the emergency exception, in which case no work may be commenced. A person commencing emergency work shall within 10 days following the commencement of that activity, apply for the issuance of an environmental permit and on the issuance thereof may be required to perform such work as is de- termined to be reasonably necessary to correct any impair- ment to the wetland occasioned by such emergency work. The removal of trees, seriously damaged by storms or other acts of God, or diseased trees, shall not be prohibited. D) Permit Applications - Required Data. Environmental permits except where hereinafter noted, shall be issued by the City Council after written findings from the Planning Commission and City Staff. A written appli- cation for an environmental permit must be submitted to the Zoning Administrator. Such applications shall include a site plan with adequate evidence to show that the proposed use will conform to the standards set forth in this section. Five sets of clearly letgible blue or black-lined copies or drawings and required information shall be submitted to the Zoning Administrator and shall be accompanied by a receipt from the Administrator evidencing the payment of all re- guired site plan fees. No permit or variance shall be issued unless the applicant in support of his application shall submit engineering data, surveys, site plans and other information as the City may require in order to de- termine the effects of such development on the affectes lands and water areas.
