permit within sixty (60) days from the date of issuance of the permit unless a different date for the commence- ment of work is set forth in the permit. The permitee shall complete the work authorized by the permit within the time limit specified in the permit which in no event shall exceedmore than 12 months from the date of issuance. The permitee shall notify the Zoning Administrator at least 24 hours prior to the commence- merit of work. 2) Should the work not be commenced as specified herein, then the permit shall become void. However, if prior to the date established for commencement of work the permitee makes written request to the Zoning Administrator for an extension of time to commence the work, setting forth the reasons for the required ex- tension of not greater than one single year. 3) Any revision of the originally approved site plan must be approved by the City Council after findings by the Planning Commission and Zoning Administrator. 4) A permit may be approved subject to compliance with conditions which are specifically set forth in the per- mit and are necessary to insure compliance with the re- quirements contained in this section. Such conditions may, among other matters, limit the size, kind or char- acter of the proposed development, require the con- struction of other structures including special founda- tions and soil stabilization structures, establish re- quired monitoring procedures, require such alterations of the site as may be necessary, require execution of an agreement between the City and the developer, re- quire a surety in the form of a performance bond, cash escrow or letter of credit in an amount of 150% of the expected development costs as determined by the City Engineer. Accompanying such agreement shall be a state- ment from the owner indicating the City's right of entry to the property if it becomes necessary to com- plete the agreed upon work. F. Fees. A schedule of fees for the examination and approval of site plans leading to an environmental permit and the inspection of all required improvements and conditions in such plans shall be determined by resolution of the City Council which may from time to time change such schedule. Prior to approval of any site plan, such fees shall be paid to the Zoning Administrator and be deposited to the credit of the general fund. G. Effect of I~rmit. Ordinance ~85- Page 23 of 31
