STATE OF

d DEPARTMENT OF NATURAL RESOURCES

!

I
I
I
I

Metro Region Division of Waters. 1200 Warner Road
..ONE.O. Saint Paul. Minnesota 55106 F,LENO

January 29, 1985

Mr. Peter Raatikka
Hakanson Anderson Associates, Inc.
222 Monroe Street
Anoka, Minnesota 55303

Re: Ramsey Environmental Protection Ordinance

Dear Mr. Raatikka:

I have reviewed the city's Environmental Protection Ordinance, which
contains the Mississippi River Critical Area Standards, for compliance
with State standards. The ordinance is very complete and is in need of
only minor revisions to be fully compliant. Following is a list of
deficiencies and revisions:

m

Page 19 2C: the last line should read "ordinary high water"
instead of "normal" to be consistent with the definition section.

e

The maximum building height of 35' is listed for marinas but it should
also be listed along with the other dimensional requirements on page 25.

Standards for inpervious surface coverage should be included in
Sect. 170.0112GA.

A minimum septic tank or soil absorption system setback for a
recreational river of 75' is required and should be mentioned in
Sect. 170.0112G.

The standards for sewered lots should be listed with the unsewered
lots. Minimum State standards for sewered lots in a recreational
river district are:

1) Lot size 40,000 sq. ft. riparian, 20,000 sq. ft. non-riparian
2) Lot width at building line 125'
3) Riparian lot river frontage 125'
4) OHW setback 100~ bluffline 20', septic system 75'

The City can be more restrictive if they choose.

AN EQUAL OPPORTUNITY EMPLOYER
