ANOKA COUNTY JOINT LAW ENFORCEMENT COUNCIL <br />September 26, 1984 Meeting <br /> <br /> MINUTES <br /> <br />The meeting was called to order by Chairman Robert M. A. Johnson. <br />The following members were present: John Conde, Dan Erhart, <br />Jim Hartwell, Jim Hill, Clayton Hogie, Lorraine Hostetler, <br />William Ihlenfeldt, Ray Jones, Otto Lind, Marvin Myhre, Jerry <br />Nelson, Andrew Revering, Dennis Schneider and Ralph Talbot. <br />Also present were Bill Hoogestraat, Cecil Van Dusen and Bruce <br />Wojack. <br /> <br />1. Approval of Minutes <br /> <br />Jerry Nelson made a motion to approve the minutes of the July 25, <br />1984 meeting, which was seconded and unanimously passed. <br /> <br />2. Central Communications' 1985 Budget Status <br /> <br />Jerry Nelson reported that the Central Communications Operating <br />Committee met on July 26, 1984 and issued a report of their recom- <br />mendations with regard to Central Conununications' proposed budget. <br />He indicated that the recommendations were primarily adopted by <br />Administration. Cecil Van Dusen reviewed the revisions to the <br />Central Communications' budget as noted in the budget material <br />distributed to the Council members. Van Dusen explained the need <br />for one additional radio tech due to the increase in electronic <br />equipment. The only operating account reduced by Administration <br />was stationary and forms. Van Dusen reported that Administration <br />agreed with the committee's recommendations on capital expenditures, <br />with the exception of the back-up computer request. In this regard, <br />there was some frustration and confusion expressed as to the role <br />and authority of the county's EDP Committee. Chairman Johnson <br />indicated that if the need for a back-up computer developed, there <br />was the possibility of using revenue sharing funds. Jim Hill sug- <br />gested exploring two possibilities before purchasing a back-up <br />computer: (1) connecting with the county's computer or (2) seriously <br />considering if computer downtime would make us any worse off than <br />our present situation. <br /> <br />Chairman Johnson updated the Council on the present status of <br />consul delivery and contractlperformance by Sitcom, with a pro- <br />jected operating date of December 1984. <br /> <br />Chairman Johnson explained the concern of the police chiefs with <br />regard to the Council's June 7, 1984 direction to eliminate the <br />alarm monitoring service. Specifically, the concern was whether <br />the so-called "tape dialers" were included in this elimination. <br />Ralph Talbot made a motion that the Council's direction to eliminate <br />the alarm monitoring service include any automatic, electrical or <br /> <br /> <br />
