Ramsey, MN 55303 Re: Preliminary Plat Review ~-~e~s B~nd--2nd Addition Dear Mr. Peterson: We have reviewed the above referenced preliminary plat which is located in the urban service area of the City. Following is a list of comments resulting from our review of this proposed plat: The proposed plat consists of two lots. Lot one is zoned U.B. and is proposed for development of a Food and Fuel store. Lot two is zoned U.M.B. and is proposed for development of a 52 unit apartment building. The developer of the proposed plat has petitioned to the City of Ramsey for municipal sewer and water. A feasibility study has been ordered and will be completed in the near future. In the event the utilities are placed along the river bank, additional utility easements will be required. o The proposed plat lies in the Scenic River Land Use District of the Rum River and must meet the regulations of the Scenic River Ordinance. Therefore, the plat will be limited to 30 percent impervious surfaces on each lot, a 75 feet building setback from the ordinary high water level and a 30 feet building setback from the bluff line. In addition, the Commissioner of the Natural Resources must review the plat to determine the applicable pro- visions of the Minnesota Regulations NR 78-84 are satisfied. Since the City of Ramsey has an adopted Scenic River Ordinance, the plat does not fall under the mandatory EAW category of the Minnesota Environmental Quality Board. ci~,il · mu.icipal · plann#ig a soils · land surveyi~tg
