Goodrich-City Attorney~'~ <br />Central Investment/Food & Fuel Project <br />November 28, 1984 <br /> <br /> The following is a summary of the procedures necessary before <br />the City may order City water and sewer into this property: <br /> <br />l) Petition from landowner/developer <br /> <br />2) <br /> <br />Resolution by Council declaring adequacy of Petition <br />and ordering preparation of Report. This report may be <br />in a somewhat brief form because of its relationship to <br />City Projects 84-12 and 84-18. <br /> <br />3) <br /> <br />Resolution Receiving Report and calling for Mearing on <br />Improvement. This hearing is pursuant to the City <br />Charter and Section 210.01.5, subd. 5 of Ordinance 84-8. <br />This hearing is a requirement even though the property <br />owners to be assessed, petition 100% for the project. <br />Please note that in addition to two weekly notices tm <br />the City's official newspaper, the Resolution and <br />Notice of Hearing must also be published once in the <br />City's newsletter. <br /> <br />4) <br /> <br />After the hearing, the project may be ordered not <br />withstanding other Charter provisions which require a <br />60 day waiting period. (See Ordinance 84-8, Section <br />210.01-6.) <br /> <br />s) <br /> <br />As I understand, the proposed project will cost <br />approximately $80,000.00 which is less than 25% of the <br />total cost of the cost of construction for all the <br />improvements related to River's Bend, and therefore, it <br />may be treated as a change order. New bids need not be <br />taken for the proposed construction work assuming that <br />the contractor will do the work on a unit basis at a per <br />unit price as originally bid. <br /> <br />e) <br /> <br />Revenue for the $80,000.00 cost may be taken from the <br />City's recent $2,000,000.00 Bond issue if the Council <br />can be absolutely certain that this amount of money <br /> <br /> <br />
