Goodrich-City Attorney~'~ Central Investment/Food & Fuel Project November 28, 1984 The following is a summary of the procedures necessary before the City may order City water and sewer into this property: l) Petition from landowner/developer 2) Resolution by Council declaring adequacy of Petition and ordering preparation of Report. This report may be in a somewhat brief form because of its relationship to City Projects 84-12 and 84-18. 3) Resolution Receiving Report and calling for Mearing on Improvement. This hearing is pursuant to the City Charter and Section 210.01.5, subd. 5 of Ordinance 84-8. This hearing is a requirement even though the property owners to be assessed, petition 100% for the project. Please note that in addition to two weekly notices tm the City's official newspaper, the Resolution and Notice of Hearing must also be published once in the City's newsletter. 4) After the hearing, the project may be ordered not withstanding other Charter provisions which require a 60 day waiting period. (See Ordinance 84-8, Section 210.01-6.) s) As I understand, the proposed project will cost approximately $80,000.00 which is less than 25% of the total cost of the cost of construction for all the improvements related to River's Bend, and therefore, it may be treated as a change order. New bids need not be taken for the proposed construction work assuming that the contractor will do the work on a unit basis at a per unit price as originally bid. e) Revenue for the $80,000.00 cost may be taken from the City's recent $2,000,000.00 Bond issue if the Council can be absolutely certain that this amount of money
