That the Ramsey Jaycees, hereinafter referred to as "Applicant,' has properly applied for a temporary conditional use permit to sponsor a circus. 2. That the Applicant is a charitable organization and is proposing to sponsor a circus as a fund raising event. 3. ~hat the proposed circus would be held at the Gateway North Industrial Airport in Ramsey June 8, 1985. 4. ~hat the adjacent land to the site of the proposed use is either vacant or occupied by commercial or industrial structures. 5. 7hat the criteria for approval/disapproval are as follows: a. ~hat the adjacent land will not be affected by the pro- posed circus; ~hat adjacent developed land will not be adversely af- fected by the proposed circus because of traffic, noise, dust, smoke or unsightliness; Ce ~hat the termination of the temporary oonditiona use per- mit shall be effective before any adverse effects are felt on ajacent properties; and ds ~he Applicant has assured the City that the property will be left in a suitable condition upon termination of the proposed use. 6. ~hat there are certain uses which are not generally suitable within a particular zone that are potentially suitable on a t~nporary basis. 7. ~hat Chapter 170.017C of the Ramsey City Code states that a temporary conditional use permit may be issued for a circus for a period not to exceed 21 days if the all criteria for approval mentioned above are met.
