request for plans indicating future elimination of the temporary access. <br />(kmntsstoner De~mer stated that without that petition, the City will not get <br />the progress proposed 6 years ago with the original subdivision by DeZtel's, <br />Kovar and Carson. <br /> <br />Co~issioner Zi~merman stated that blacktop should be required on the <br />temporary access because City Council will not force the issue and the <br />temporary access will be there a long t/me. <br /> <br />City Attorney Goodrich arrived at this t~me. <br /> <br />Omm/ss]oner Zim~erman noted that there also needs to be a drainage plat for <br />the plat; suggested that a holding pond could be created between Lots 3 and 4. <br /> <br />Motion by Om~nissioner Dee~er and ~onded by Commissioner Zin~erman stating <br />that this Oo~mission is agreeable to the plat concept of Mr. Michael Kovar but <br />tables preliminary plat approval until the regular Planning and Zoning meeting <br />in March, 1985 for the following reasons: <br /> <br />1. Lack of thoroughness of drainage plan. <br /> <br />2. Commission desire to see a petition for a permanent service road to <br /> the rear of the property. <br /> <br />Further, that if a petition for a permanent service road is not submitted <br />along with the preliminary plat in March, the plat will not be approved. <br /> <br />Further Discussion: (bmmissioner Dee~er stated that if the petition fails, he <br />can justify allowing front access off ]~;y. %10 based on the fact that the <br />developer did make an attempt towards progress. Mr. L. Klersy inquired as to <br />what procedure is used to initiate service road installation.
