Co~issioner Zi~merman stated that blacktop should be required on the temporary access because City Council will not force the issue and the temporary access will be there a long t/me. City Attorney Goodrich arrived at this t~me. Omm/ss]oner Zim~erman noted that there also needs to be a drainage plat for the plat; suggested that a holding pond could be created between Lots 3 and 4. Motion by Om~nissioner Dee~er and ~onded by Commissioner Zin~erman stating that this Oo~mission is agreeable to the plat concept of Mr. Michael Kovar but tables preliminary plat approval until the regular Planning and Zoning meeting in March, 1985 for the following reasons: 1. Lack of thoroughness of drainage plan. 2. Commission desire to see a petition for a permanent service road to the rear of the property. Further, that if a petition for a permanent service road is not submitted along with the preliminary plat in March, the plat will not be approved. Further Discussion: (bmmissioner Dee~er stated that if the petition fails, he can justify allowing front access off ]~;y. %10 based on the fact that the developer did make an attempt towards progress. Mr. L. Klersy inquired as to what procedure is used to initiate service road installation.
