Mr. Lloyd Schnelle

-2-

August 18, 1983

To determine the interval between seal coats I would recommend when over 50
percent of the initial seal coat has worn off, the streets be resealed. This
occurs generally between five and ten years depending on traffic volumes and
snow plowing operations. For Ramsey, I would recommend that areas with heavy
traffic be resealed or reviewed after five years and areas with low volume
traffic be resealed or reviewed within seven years.

I am hopeful this letter will provide you with some insight in setting a seal
coating policy in Ramsey. I will be receiving additional information on seal
coating from the Minnesota Asphalt Institute and Midwest Pavement Management.

If you would like copies of that information or wish to discuss this letter
please let me know.

Yours truly,

HAKANSON ANDERSON ASSOCIATES, INC.

Peter R.
